Objectives:

Confront various factions within the criminal underworld to locate the prototype, following a trail of destruction left behind by the weapon being used in untrained hands.
Recover the weapon from a heavily guarded clandestine workshop, deciding whether to bring the perpetrators to justice or leverage their skills for the empire’s benefit.
Quest 2: The Reactor's Heartbeat (Levels 5-7)

Objectives:
Work alongside the city's top engineers to stabilise the reactor through a series of technical challenges, while fending off elementals being conjured from the wild magic and energy.
Investigate the cause of the malfunction. Leads could point to a mundane cause, or could potentially uncover a web of intrigue that tests the players’ allegiances to the Empire.
Face the moral dilemma: The Aether Core Reactor is a powerful tool, and its destruction could provide an opportunity in the war. If it was sabotaged, the players could side with the saboteurs, or prove their allegiance to the Empire by eliminating the threat in silence.
